Innovative Model on Circular Economy: Jay Sardar FPO – Converting Cotton Waste into Climate Resilience, Livestock Productivity, and Rural Prosperity

In the cotton-growing region of Maharashtra, climate change is creating a dual challenge for
farmers. On one hand, millions of tons of cotton stalks are generated every year after harvest,
much of which is burned or discarded. On the other hand, livestock farmers face an acute
shortage of quality fodder, particularly during drought years.
India produces nearly 25 million tons of cotton stalk biomass annually. At the same time,
Maharashtra alone faces an estimated dry fodder deficit of nearly 14 million tons. This
paradox—abundant biomass waste coexisting with severe fodder scarcity—presented an
opportunity to build a circular economy solution that could address both challenges
simultaneously.
Recognizing this opportunity, Jay Sardar Farmers Producer Company, promoted and
supported by Krushi Vikas, developed an innovative model that converts cotton stalk residues
into scientifically processed livestock feed. The initiative was designed not merely as a feed
production enterprise but as a climate-resilient circular economy model that transforms
agricultural waste into economic value.
The journey began by mobilizing cotton farmers to stop viewing crop residues as waste.
Through the FPO, cotton stalks are aggregated from member farmers and processed into
nutritious livestock feed formulations. What was once burned in fields, contributing to carbon
emissions and air pollution, is now converted into a productive resource that supports
livestock-based livelihoods.
The impact has been remarkable.
Field-level observations and farmer feedback have demonstrated significant improvements in
livestock productivity. Goat farmers using the feed have reported faster weight gain, reducing
the time required to achieve market-ready weight by nearly one-third. This allows farmers to
sell animals sooner, improve cash flow, and increase annual income from livestock
enterprises.
Similarly, dairy farmers have reported improvements in milk yield and milk fat content
among cattle fed with the processed feed. Higher milk production and better quality translate
directly into improved household income while reducing dependence on expensive
commercial feed alternatives.
Beyond livestock productivity, the initiative generates multiple environmental and economic
benefits:
 Reduces crop residue burning and associated greenhouse gas emissions.
 Creates an additional income stream for cotton farmers.
 Converts agricultural waste into valuable livestock nutrition.

 Strengthens resilience of livestock-dependent households during fodder shortages.
 Generates rural employment opportunities in biomass collection, processing,
transportation, and marketing.
 Supports regenerative agriculture through increased availability of organic manure
generated from healthier livestock systems.
 Enhances resource efficiency by utilizing existing agricultural biomass rather than
requiring additional land or water resources.
The initiative demonstrates how Farmer Producer Organizations can evolve beyond
conventional aggregation and marketing roles to become climate innovation platforms. By
organizing farmers, aggregating biomass, building partnerships, and creating market linkages,
the FPO has established a model that addresses environmental, economic, and social
challenges simultaneously.
The significance of this innovation has been recognized nationally and internationally.
Recently, the initiative received the Acumen Angels Award, recognizing its potential to create
scalable social impact while addressing critical challenges related to climate resilience, rural
livelihoods, and sustainable agriculture.
What makes the model particularly relevant is its scalability. If even a fraction of India's
estimated 25 million tons of cotton stalk biomass is converted into livestock feed, the country
could significantly reduce fodder shortages while simultaneously lowering emissions from
crop residue burning. In states like Maharashtra, where dry fodder deficits continue to
constrain livestock productivity, such circular economy approaches can become a critical
component of climate adaptation strategies.
The Jay Sardar FPO experience offers an important lesson for development practitioners
worldwide. Climate resilience does not emerge from isolated interventions. It is created when
farmers, institutions, technology, and markets work together to transform local challenges
into economic opportunities. By turning cotton waste into livestock wealth, the initiative
demonstrates how circular economy models can simultaneously improve farmer incomes,
strengthen food systems, reduce environmental degradation, and build more resilient rural
communities.
As climate pressures intensify globally, the future of rural development will depend on our
ability to unlock value from resources that are currently overlooked. The cotton stalk-to-
